ROSA is an independent public institution, established 1995, with the Mission: - to coordinate the national space research and applications programs - to promote space development - to be the Government representative in the international space cooperation - to develop specific project oriented research ROSA is the horizontal manager of space, aerospace and security R&D activities in Romania Attributes: - Acting under the Authority of the Romanian Government – Ministry of Education and Research - Interagency cooperation with other ministries - Contract authority and PMU for the RO AEROSPACE R&D Program - Contract authority and PMU for the RO SECURITY R&D Program - Executive president for the Inter-Ministerial Board on Security Research - Government representative for: European Space Agency (ESA), EU-GMES, EU-GNSS-Galileo, FP7-SPACE, FP7-SECURITY, UN-COPUOS, NATO SCOM, COSPAR, other int. organizations . Core competencies in nanofluid technology, formation flying in networked environment, knowledge management, space technology for disaster management and advanced image processing.
